Captain Joe Frohnhoefer created the nonprofit Sea Tow Foundation in 2007 to provide the education and resources to eliminate tragedies caused by boating accidents. The Life Jacket Loaner program was created after he kept seeing boating accidents and tragedies that could have been prevented. He provides free life jackets that boaters of any size can borrow and return at the end of their outing. Now, they have officially opened their 1,000th location in Long Island, NY and have officially loaned out 90,000 life jackets.
